I wanted to do something similar to that with a large residential proper but I wanted to open up a home for veterans, the housing for them is so lacking. Maybe I will get there one day soon. Good luck and google away.
If you're in need of private lenders, then you could run a gorilla marketing campaign inviting prospects to meet with you one-on-one, or you could hold a luncheon where they all gather together to hear your offer. Al Cowgill has a nice model for carrying this out.

A website that I have used for venture capitalists and angel investors is www.101investor.com. Also using your local SBA chapter can be one of the best ways to find information on the investors you are looking for. The SBA has local chapters that give free information, advice and help. The SBA also has retired, successful business people that will help you create a business plan for free. The government sets these programs up to get us started in business. If we are successful we create more jobs and more jobs mean more taxes; so it is beneficial for the government to support things like the SBA.
